As of Geode 1.4.0 (not yet released yet), the region set operation will be
transactional (including JTA) even if it is the first operation in the
transaction/JTA. Please see GEODE-3521, which has been closed.
LocalRegion.discoverJTA() is a internal method which may and could be
changed/moved etc.
