    Description: We should protect the user from accidentally modifying an 
internal region.  (was: The basic issue if you are not on private@geode is that 
users can put directly into internal regions through gfsh or through a client. 

In the case of cluster configuration this means that I can put an invalid 
cluster configuration object into the configuration region and disable the 
security manager for any new members that start up. )
