Summary: let lucene index region to support overflow and offheap

Current lucene index does not support overflow or offheap. There's feature
request to support overflow/offheap if data region is with that attribute.
Since lucene index region introduced huge amount of tombstones, it deserves its
private TombstoneSweeper with tunable GC parameters.
