I have a fix for ShutdownAllRequest.
I do not know how to fix ClientStatsManager. It is designed to wake up
periodically and check if the cache singleton has changed. If it has then it
registers some client stats with the new cache. If we could drop having pools
exist before the cache does then pools would only need to register client stats
with their cache and this code could be greatly simplified
