Summary: Automatically enable-statistics for a region if the

If a user creates a region or alters a region with expiration specific
attributes, geode should automatically enable-statistics for the region.
Currently, if a user creates a region or alters a region with an expiration
specific attribute, in GFSH we do not allow the action and reply with a message
about requiring statistics to be enabled. Not specifying what 'statistics' need
to be enabled.
