GEODE-5350: User Guide: Specifying that 'statistics-enabled' parameter for 
region (#2081)

* Specifying that 'statistics-enabled' parameter is required at the REGION 
level to differentiate between 'statistics' at the Server or Cluster level, 
which if enabled will NOT allow Expiration functionality.
