The standard pattern for testing is that the Concourse worker provisions a
"heavy lifter" on which tests are actually run. Currently, the {{Build}} job
does run lightweight UnitTests, but does all work on the "local" Concourse
worker.
For consistency between jobs, the {{Build}} job should follow the pattern
established by the other Concourse jobs, i.e., provision a remote worker to
perform build and testing.
