apparently this is not needed. checkins to release branches should only be
cherry-picked by the release manager from existing commits that have already
passes PR checks on develop.
also, the new pull-request resource on develop does not have a 'branch'
parameter so it is probably watching all branches; we don't need to create any
additional PR pipelines then.
