Summary: StressNewTests is not actually running

The StressNewTest jobs seem to be failing in a way that still causes the job to
pass without running any tests. This appears to have something to do with
changes to the concourse infrastructure and the way it creates the git
repository, there is no origin/develop. Here is some sample output:
