Exploration:
* Analyze the options that are provided by GCP that can satisfy the hardware
requirements of the perf tests ad product the most reliable results.
* Determine how repeatable performance tests are in GCP
Acceptance:
* A suggested machine type, network type, etc for running performance tests in
GCP
* An estimated variance in performance results between runs on the same machine
in GCP.
* A decision on whether GCP is reliable enough to perform relative benchmarking
of two builds on the same instances.
