StoppableCountDownLatch should extend CountDownLatch to facilitate refactoring
and cleanup of classes that use it.
StoppableCountDownLatch should also check the CancelCriterion between every
retry when awaiting with a timeout.
StoppableCountDownLatch should also have a unit test.
