GEODE-6734: Change packer image resources and scripts to Bionic
* Ignore test until static Buffers object is working
* Something about the container change is causing a test-order issue for
unit tests, which is making NioPlainEngineTest:ensureWrappedCapacity
fail due to a non-empty buffer cache.
