GEODE-6855: Publish JSON that contains corresponding SHA and build id
* UpdatePassingRef and UpdatePassingBuild become UpdatePassingTokens.
* Create additional coupled file stored in
<bucket>/<fork>/<branch>/passing-build-tokens*.json
