Revert "GEODE-3942: add timeout to image builder jobs"
This reverts commit 00c9b018831d02f8ee9e1c6b71b2270a2b30162a.
The 'timeout' parameter is for 'tasks' and 'steps', not 'jobs'. This
addition makes deploying new images pipelines impossible via
./deploy-meta.sh
