GEODE-6779: fix issues with DUnit failures (#3810)
- due to different ways of determining existence of disk stores
- added more protection against NPEs
- Move diskStore presence checking to DiskStoreCommandsUtils
- Move tests to newly created DiskStoreCommandsUtilsTest
