Summary: Client CMS and Server CMS needs to have the same behavior

Currently if developer invokes cms on the locator, they will get exceptions
when error occurs, but in the client they get an error code, we probably should
keep these behaviors consistent. Either have client throw the exception when it
has the ERROR status code.
