Apache Geode version was upgraded to 1.9.0 in GEODE-7056.
Apache Creadur Rat version also needs to be updated, and then the docker image
built and pushed to Dockerhub.
The docker image tag used by Travis (.travis.yml) should be updated to `latest`.
