As a developer, I would like to minimize the time I spend waiting for builds.
A good portion of the time, the only things I wish to build in the native
client tree are either the static or shared libraries, and sometimes I don't
wish to build tests. All three of these should be switchable via cmake
variables.
Acceptance criteria:
* Given a clean native client build tree
* When I specify BUILD_STATIC:BOOL=NO, or BUILD_SHARED:BOOL=NO, or
BUILD_TESTS:BOOL=NO
* Then the corresponding components should not be built in the tree
