Summary: Lucene query may use the wrong version to determine if

There are snippets of code that expected reindexing lucene features to be
enabled by a certain version. Specifically in the LuceneQueryFunction. The
logic should be updated to wait for repo creation depending on whether the flag
is set OR a specific version criteria is met.
