I will revert the above fix as this could cause other issues -- see GEODE-7576.
Even though CacheFactory.getAnyInstance() originally was used for get the cache
without the synchronization, there are a few places that depends on this
synchronization now e.g. CreateRegionFunction. If CreateRegionFunction is
executed when cache is being created, we could end up in GEODE-7576 if we
simply remove the synchronization lock. More efforts need to go through all
branches to distinguish when synchronization lock is needed or not. I will
revert this fix and provide solution only for
GatewaySenderQueueEntrySynchronizationOperation only in face of releasing 1.11.
