Google Compute Image family {{windows-2016}} updated to
{{windows-server-2016-dc-v20191210}} , and the heavy-lifter built by Packer was
unreachable afterward. CI rebuilds have been paused, and the "broken" image has
been deleted from the apachegeode-ci google project.
