Summary: Clean up failed Packer instances in the GCP project

If the Packer jobs fail in Concourse, they are not always cleaned up from the
project, and are left running until somebody notices.
Adding labels to the instances like for the 'heavy-lifter' instances will allow
the Geode reaper job to find and delete these instances in a timely manner.
