Fix For: 1.12.0
During a refactor of membership code the default ack-wait-threshold was changed
from 15 to 51. This needs to be reverted and needs to be in the 1.12.0 release.
The problem was introduced in c485cda4fc31a78892433fcb4726799b4904981f
