Summary: Parallel WAN failed to deliver an event to remote site

A node holding a primary parallel WAN queue is shut down before successfully
delivering an event to a remote site. Sometimes, the secondary WAN queue will
receive a message to remove that event from its queue despite the remote site
not receiving the event. This leaves the remote site in an inconsistent state.
