Description:
Several CI related files have GEODE_VERSION hardcodes. This includes .lgtm.yml,
serveral Dockerfiles and Packer files. This ticket is to create a variable that
can be utilized and passed in as opposed to hardcoding in a bunch of files.
Setting the variable and passing in to ```docker build``` as an argument seems
prudent.
