The new apache CI for geode-native has a release pipeline and a pr pipeline.
The pr pipeline is triggering properly when a pr is submitted. The intent is to
disallow a pr to be merged until its pipeline is green and has the minimum
number of approvals. However, I am still able to merge them even though the pr
pipeline is red.
Note: The pr that I saw this in (#747) did have two approvals, but had a Travis
failure due to clang-analyzer on ACE.
