Summary: Constrain Redis FLUSHALL command to local member data only

Currently our {{FLUSHALL}} command will iterate and delete all keys in the
whole region. While this is nice and convenient for now, it is not how native
redis does it and will need to be switched once the function execution layer is
removed.
It would be helpful to do this work separately.
