Summary: Split ci/execute_redis_tests.sh into infra and execution

In keeping with the way other tasks are typically executed, we should launch a
large worker and execute the redis tcl tests there. This may seem unnecessary,
but it does maintain consistency. In addition, it will allow actual changes to
the scripts to be picked up as part of a PR run. Currently anything used under
{{ci/}}, in the PR jobs, is only pulled from develop and is not referenced from
the actual PR.
