After checking this issue in more detail, the procedure described in this 
ticket doesn't seem correct. In this case, for me, it only makes sense to 
destroy the gateway-sender after altering and destroying the region. Otherwise, 
we leave the gateway sender and its colocated partition region buckets 
unnecessarily hanging in the system. If we reuse that gateway-sender for the 
other region, we get the issue described in this ticket.

I don't see how to prevent the user from doing this because the command alter 
region gateway-sender-id=""  must be executed before destroying the region. 
Maybe it would be good to add a note to the documentation that warns the user 
about this issue and indicate good practice.
