Some of Geode's standard meters hold references the cache.
{{InternalDistributedSystemMetricsService.clearAndCloseMeterRegistry()}} closes
the meter registry without deleting its meters. As a result, the closed
registry retains indirect references to the cache, holding the closed cache in
memory.
{{clearAndCloseMeterRegistry()}} should clear the registry in addition to
closing it.
