Steps to reproduce the issue:
# start locator and 4 servers(static sampling enabled)
# create disk stores for gw sender and region
# create parallel gw sender with disk store
# create the region with gw sender and disk store
# initialize buckets
# shutdown servers
# get up all servers
# check the member stats
