Summary: Upgrade to latest version of website template if one
exists

[~nlamba] and I note that most websites for individual Apache projects have
websites with similar architectures and layouts. For instance, compare the
following:
- [Airflow|https://airflow.apache.org/]
- [Grails|https://grails.apache.org/]
- [Groovy|https://groovy-lang.org/]
- [Geode|https://geode.apache.org/]
- [Samza|https://samza.apache.org/]
Each of these project sites has a similar look and feel, which leads us to
wonder whether the foundation maintains a standard website template projects
can use to get started building their sites. If so, an attempt to [modernize
Geode's website|https://issues.apache.org/jira/browse/GEODE-10468] should
likely begin by upgrading to the latest version of this template.
We should investigate whether such a template exists and discuss the prospect
of adopting it.
