[GEODE-116] CopyOnReadIndexDUnitTest.testPRQueryOnLocalNode fails assertion
Modified test to not use mcast port
Test will not spawn up multiple servers for each test run, fixed to only
start up servers once per test.
Test now runs in less time than before
