For a REPLICATE_PERSISTENT region, after a clean shut down of the server, it is
expected that output won't show any offline members, since it has no idea that
server was there.
If you have created a PARTITION_PERSISTENT region, and shut down the 3rd
server, the output would show it:
gfsh>stop server --name=server3
