For documentation purposes,
- the statistic is named "udpDispachRequestTime"
- the message printed is "The total amount of time receiver thread spent in
handover udp message"
- it is part of the DistributionStats
- units appear to be in nanoseconds
- description (from previous comment): The total amount of time spent
deserializing and dispatching UDP messages in the message-reader thread.
