Summary: Move DistributionConfig to a public package

DistributionConfig contains the names of all distributed-system properties and
their default values. It should be a public class so that applications can
reference the property names and so not have to spell them out. For instance,
DistributionConfig.LOCATORS_NAME instead of "locators".
