CommandOverHttpDUnitTest executes GFSH command dunit tests over HTTP by
specifying:

ProvideSystemProperty(CliCommandTestBase.USE_HTTP_SYSTEM_PROPERTY, "true");

Executing GemfireDataCommandsDUnitTest directly passes, but executing it over
HTTP results in several failures (possibly introduced by fix for GEODE-835):
* testRebalanceCommandForSimulateWithNoMember
* testRebalanceCommandForSimulate
*testRebalanceForExcludeRegionFunction
*testRebalanceForIncludeRegionFunction
*testSimulateForEntireDS
Note: this bug does not reproduce on the command-line via:
./gradlew geode-web:distributedTest
-DdistributedTest.single=CommandOverHttpDUnitTest
...because distributedTest exclude the above tests which are now annotated with
FlakyTest.
