This ticket is based on GemFire Trac Tickets 52088 and 52476 and JIRA GEM-794.
The initial value is only enqueued in the primary queue for a client and not
enqueued in the secondary queue for that client. If failover occurs before the
value is sent to the client, then the client doesn't receive the initial value.
