Summary: Repackage statistics classes and tests in statistics

Half of the classes and tests for the implementation of statistics are already
packaged under com.gemstone.gemfire.internal.statistics. The remaining
statistics classes and tests that are still in com.gemstone.gemfire.internal
should be moved into that same package.
Some of the statistics tests also need to be updated to use the TemporaryFolder
rule.
