I've never seen this behavior across the versions I use, and I use the English 
locale routinely.  When you say setting locale to en_US, what are you doing to 
set this?  Are you changing this within Preferences, or somewhere else?

Also, you have some artifacts within the interface there that indicate some 
issues with your install (maybe just a browser cache issue) - the missing 
translation for the user groups section, mainly.
