If you're having trouble with that Download folder, it's probably worth posting
over on the mailing list to try to resolve that and see if others can help you
with that. I'm not sure that adding the capability to disable the Download
folder while leaving downloads enabled is a good solution for a functionality
issue with the Download folder.
