Hm ... OK. Perhaps there is some way this can be made to work. I'll re-open.
That said, I'm not sure there can be a 100% correct solution here, at least
with respect to allowing interoperability between different keyboard layouts.
Whenever a user presses Ctrl+Alt+Something, there are two possibilities:
# The user is attempting to use a keyboard shortcut
# The user is typing a character that involves AltGr in their local keyboard
layout
and those possibilities are inherently ambiguous.
