Steps to replicate:
# Client browser: Google Chrome 87 on Windows 10;
# Remote Desktop: Windows 10, UltraVNC Server;
# You just paste any Russian text into the clipboard. When you paste it into
the remote desktop, you get either "?" signs or some other weird symbols
depending on the codepage you have set for the connection.
This problem only affects VNC connections - we do not have any problems with
RDP.
