[~jbpaux]: Yes, and it may well be that it's fine for us to do so - we already 
do it with both the PostgreSQL and MySQL JDBC drivers; however, just because 
Microsoft says it's redistributable on their site doesn't mean that we can 
legally do it from the ASF side. Just something we need to check before we move 
forward.
