[~skois] - to clarify, the version numbers are being bumped by this issue in
preparation for an upcoming release, not because the release is already out.
Other issues for 1.4.0 need to be completed and a first RC needs to be cut and
voted upon before that happens.
Once things are ready and there is a 1.4.0 release, there will be a tag.
Creating that tag is part of the release process.
