[~horanet]: Yes, the Download folder is not intended to be used this way, and
you are almost certain to see issues if you try to create/save/edit files
directly in that folder:
* Microsoft Office, in particular, uses temp files and then renames the temp
file to the document after the editing is done. This will be very problematic
for the Download\ folder.
* The Download folder deletes the files after sending them to the remote
client, which is going to interfere with the way that some applications work.
I don't really think there is a bug here, or any changes that we can do to make
it work any differently - I believe it's working as designed, and the best
course of action is to counsel users not to save files directly into the
Download\ folder, but, instead, to save them elsewhere, then drag them to the
folder when they want to download them.
