ASF Infra provides automatic configuration of GitHub repositories via a special
per-repository {{.asf.yaml}} file:
https://github.com/apache/infrastructure-asfyaml
Among other things, this file allows us to:
* Disable Dependabot PRs
* Change the default merge commit message for PRs to something closer to what
we use
* Restrict PR merge buttons to only the methods we use
We should make use of this file to reduce maintenance burden.
