Description: Currently ony users with the ADMINISTER permission can view
recordings of connections in the History Recording Storage extension, despite
the fact that the AUDIT permission is designed to allow for review of user
login and connection history without providing access to modify the system. We
should add allow those with the AUDIT permission to view recording files.
