Everything happens as it is written in the topic:
1. We work on a computer with NumLock enabled
2. Connect via RDP to Windows server
3. We observe that the number key block on the keyboard does not work 
(enabling/disabling NumLock does not help)

A temporary solution that allows you to get rid of this problem (inconvenient):
1. Turn off NumLock
2. Connect via RDP to the Windows server
3. Enable NumLock
After that, pressing the numeric keys on the secondary keyboard works.
