I think the solution here is twofold:
# Correct and simplify the new lock-handling logic introduced by GUACAMOLE-2217
(a lot of that looks like it could be combined into the established modifier
logic), including the underlying cause of the repeated resending of Num Lock
(whatever that may be).
# Modify the terminal emulator to _not_ automatically scroll down for modifiers
or unknown keys.
